Parents should be able to expect a private school style education under plans to reform the education system, the prime minister said today.
Families will be guaranteed personal tutors, one-to-one tuition, and a range of qualifications under the plans, which will be laid out in full in a white paper tomorrow. However, parents will also be expected to be more responsible for their children's behaviour in school and there will be new pressure on them to support their children's education in the form of a new home-school agreement contract, backed by £1,000 fines if they refuse to play their part.
Launching the Building Britain's Future paper in the Commons, Brown said: "I want all our children to have opportunities that are available today only to those who can pay for them in private education."Every child will have a personal tutor throughout their secondary schooling, to provide them with pastoral support, and one-to-one tuition for academic support, if they need it. The best headteachers will take over chains or federations of state schools to improve standards, as part of a drive to eliminate failing schools.
Teaching unions welcomed the plans, though stressed they are not new proposals. The document said: "Parents will now be guaranteed an education that is individually tailored for their child, including a personal tutor for every pupil at secondary school; stretching teaching for all pupils, with catch-up tuition for those who need it, including one-to-one; and qualifications that suit every child's strengths, whether practical or academic. And we will back headteachers to enforce good behaviour in every classroom and achieve high standards for all pupils, with the best headteachers working in more than one school as we radically expand federations of schools, trusts and academies.
"Children are already offered one-to-one tuition if they need it in primary school but the announcement today extends that into the first year of secondary school.
Tomorrow's white paper will also set out options for a new annual report card for schools, which will include details of the school's results, sporting achievements and behaviour, as well as annual surveys of parents to include their impression of their children's teachers.
"The report card will provide fuller and clearer accountability on school performance to parents than existing school league tables," the document said.Christine Blower, general secretary of the National Union of Teachers, said: "Gordon Brown's announcement of one-to-one tuition for pupils, while not new, is certainly a positive move and I welcome the government's continued commitment to it."By making one-to-one tuition in schools an entitlement it ensures that all pupils benefit, not just the few whose parents can afford to pay for it.
